Paratransit Eligibility Appeals Process
If you disagree with the determination of conditional eligibility or denial of eligibility you may file an appeal in writing within 60 calendar days of the date of the denial stated on the letter of denial. The completed Clallam Connect ADA Eligibility Determination Appeal Request Form may include any additional information supporting eligibility for paratransit services, but this is not required.
The Eligibility Determination Appeals Request Form and any supporting information must be submitted to the Manager of Operations at the following address:

Upon receipt, the form will be date stamped and an appeals hearing will be scheduled within a reasonable timeframe. If an appeal form is not submitted within 60 days, no hearing will be held, and the appellant has missed the opportunity to appeal.
The appeals panel will consist of the Clallam Transit Operations Manager, Administrative Services Manager, and the General Manager. All information will be treated as confidential by the appeals panel. The appellant and/or representative will be notified of the hearing date, time, and location. The appellant may be accompanied by one representative and/or attendant. The appellant and representative need not be present at the hearing.
On the day of the hearing:
- Staff introduces appellant to panel member and reviews determination of eligibility for Paratransit.
- Appellant and staff each have equal time (ten minutes) to present information specific to eligibility before the Appeals Panel.
- Panel members may ask questions after presentation by staff and appellant at their discretion.
- Panel members discuss appellant’s case and information presented after appellant and staff are excused. Panel members shall deliberate, as necessary.
- Panel members will then state reasons to overturn or uphold staff’s original decision.
- The Appeals Panel decision is communicated in writing within 30 days of the appeals hearing. If the decision is not made by the 31st day, appellant may use paratransit services until a decision is made.
